Governing Council

The Governing Council is the supreme body of the NFDIN and is chaired by the incumbent Prime Minister. The Minister/State Minister of the Ministry of Local Development is the Co-Chairman. The chairman nominates a Vice-Chairman from among three individuals from the indigenous nationalities with considerable exposure relating to Janjati issues and who have been recommended by a committee comprising of members of the Governing Council. Another important member of the Governing Council is the Member-Secretary, nominated by the Co-Chairman of the Council at the recommendation of the Vice-Chairman. The Governing Council has 93 members as stipulated in the Act.

The 93 members are from different sectors as mentioned below:

  • Ethnic organizations,
  • Parliamentarians,
  • Ministries,
  • Women (two from each development region), and
  • Ethnic industrialists and business people


The most important responsibility of the Governing Council is to formulate policies affecting the overall well-being of the indigenous nationalities and to be implemented by the NFDIN.

Executive Committee


The other important body of the NFDIN is the Executive Committee consisting of five members. It is chaired by the Vice-Chairman of the NFDIN and the Member-Secretary of the Governing Council serves as the Member-Secretary. Two members, one female and one male, are nominated to the Executive Committee by the Chairman of the NFDIN on the recommendation of the Vice-Chairman from among five Janjati individuals recommended by the committee of the Governing Council. The fifth member is a joint secretary from the Ministry of Local Development. The main function of the Executive Committee is to implement policies and programs as decided by the Governing Council and to initiate actions benefitting the overall development of the indigenous nationalities.



Funding


The NFDIN is a government body and is funded by the government. But it is also authorized to generate its own resources subject to prior approval from the government in the case of loans, while for donations and other similar assistance, the NFDIN simply has to inform the government.
